The Impact of COVID-19 on Shanghai Internet Industry and Policy Analysis

在此次防疫过程中,互联网行业表现出了惊人的凝聚力和服务能力,成为疫情防控“第二战场”的主力军。在此背景下,课题组调研上海互联网企业对突发疫情的保障作用及疫情对企业经营的影响。117份调查问卷结果显示,疫情对上海互联网行业形成短期冲击,企业面临短期业务下滑和成本上升的双重困境。中长期看,互联网行业未来发展是风险与机遇并存,在线教育、远程办公、医药电商等行业将在疫情后期获得顺势爆发机遇。对目前上海出台的60项惠企政策文件进行文本内容分析发现,保障企业经营、加大金融扶持、降低企业成本、优化政务服务是目前上海惠企政策的重点,但上海在监测经济影响和加强创新培育方面存在政策短板。结合疫情对上海互联网行业的影响和对上海惠企政策的分析,我们提出相应的政策建议。

In the COVID-19 prevention and control process,the Internet industry has shown amazing cohesion and service capabilities.The Internet industry becomes the main force of the"second battlefield"for epidemic prevention.Against this background,the research team investigated the impact of COVID-19 on the business operations of Shanghai Internet industry.The results of 117 questionnaires show that the epidemic has a short-term impact on the Internet industry in Shanghai,and companies face the dual dilemma of short-term business decline and rising costs.In the medium and long term,the Shanghai Internet industry faces both risks and opportunities.Online education,telecommuting,and pharmaceutical e-commerce will develop rapidly after the epidemic.A content analysis of 60 Shanghai policy documents found that business recovery,financial support,cost reduction,and government service improvement are the current political focus in Shanghai.However,Shanghai has policy gaps in monitoring economic dynamics and fostering innovative industries.Based on the impact of the epidemic on the Internet industry and the analysis of Shanghai's policies,we propose corresponding policy recommendations.
