摘要
创新是引领发展的第一动力,公务员的创新行为与政府流程的改进、效能的提高休戚相关。本文以来自北京、山东、河南、广东等地政府机关的421个公务员样本为基础,采用结构方程模型,探讨了服务型领导与公务员创新行为的相互关系及作用机理。实证研究表明:服务型领导对公务员创新行为有显著的正向影响,且公共服务动机在二者之间起中介作用;差错管理氛围正向调节服务型领导与公务员创新行为之间的正相关关系。研究不仅丰富了领导风格与员工创新行为的相关研究成果,对于改进政府部门的人力资源管理实践也具有一定的现实意义。
Innovation is the primary driving force for development. The innovation behavior of civil servants is related to the improvement of government processes and efficiency. Based on the data of 421 civil servant samples in Beijing, Shandong, Henan, and Guangdong, this paper uses structural equation modeling to explore the relationship and mechanism of servant leadership and civil servant innovation behavior. The empirical research shows that servant leadership has a significant positive impact on innovative behavior of civil servants,while public service motivation plays a mediating role between them. Error management culture moderates the impact of servant leadership on civil servant innovative behavior. This research not only enriches the literature of leadership style and employee innovation behavior, but also has certain practical significance for improving the human resources management practice of government organizations.
