多元共治 职业教育校企合作问题的成因与治理 被引量:3

摘要 加强校企合作多元治理是深化职业教育体制机制改革的重要路径。由于当前我国尚未建立职业教育多元治理的架构和体系,在一定程度上导致校企合作陷入碎片化、表面化、短期化等倾向,其深层原因在于校企合作利益相关者的行动逻辑差异。对此,建议加快促进政府职能转变,由"划桨"到"掌舵",强化服务保障能力;树立共治理念,加强各主体的价值融合,为职业教育多元共治打牢思想基础;构建互惠共赢的利益保障机制,提高各方主体参与校企合作多元共治的积极性;合理配置内部治理权,建立科学的校企合作多元共治结构。 Strengthening the multi-governance of school-enterprise cooperation is an important path to deepen the reform of vocational education system and mechanism.At present,China has not yet established a multi-governance structure and system of vocational education,which leads to the tendency of fragmentation,superficiality and short-term of schoolenterprise cooperation to a certain extent.The underlying reason lies in the logical differences in the action of stakeholders in school-enterprise cooperation.In this regard,it is suggested to accelerate the transformation of government functions,from"paddling"to"steering",and to enhance service support capabilities;to establish the concept of co-governance,strengthen the value integration of all subjects,and lay a solid ideological foundation for multi-governance of vocational education;to construct a win-win interest protection mechanism,and enhance the enthusiasm of all parties to participate in the multi-governance of school-enterprise cooperation;to allocate internal governance rights reasonably,and establish a scientific multi-governance structure of school-enterprise cooperation.
