2019年以来,国际贸易保护主义抬头,逆全球化潮流显现;国内改革进入深水区,由高速度增长转向高质量发展。受内外双重因素影响,我国投资形势发生转变,固定资产投资总额增速出现放缓,并且持续低于GDP增速,分地区、分产业投资出现分化,投资结构进入深度调整。因此,需要进一步促进制造业技术创新升级、建立房地产业长效调控机制、发挥基建业“补短板”功能;进一步加快国企“混改”步伐,加强民企减税降费力度,促进二者优势互补共赢发展;进一步优化对外投资结构,利用FDI技术外溢效应,合力绘就对外开放新格局。以更大的勇气和决心全面推动我国投资供给侧结构性改革,为保证我国经济平稳健康发展提供重要保障。

Since 2019,international trade protectionism has risen,and the trend of anti-globalization has emerged;domestic reform has entered the deep-water areas,shifting from high-speed growth to high-quality development.Influenced by both internal and external factors,China's investment situation has changed,the growth rate of total investment in fixed assets has slowed down,and continues to be lower than the GDP growth rate,the investment in different regions and sub-industries has been polarized,and the investment structure has entered a deep adjustment.Therefore,it is necessary to further promote the technological innovation and upgrading of manufacturing industry,establish a long-term regulation mechanism of real estate industry,and play the role of"making up the shortcomings"of infrastructure industry;further accelerate the pace of“mixed ownership reform”of state-owned enterprises,strengthen tax reduction and fee reduction efforts of private enterprises,and promote the complementary and win-win development of the two sectors;further optimize the structure of foreign investment,utilize the technology spillover effect of FDI,and work together to draw a new pattern of opening up.Promoting the structural reform of China's investment supply side with greater courage and determination,providing an important guarantee for the stable and healthy development of China's economy.
