中国节约利用油气资源的必要性与方法探讨

The Necessity and Method of Saving and Utilizing Oil and Gas Resources in China

分析中国油气资源利用现状,根据中国能源禀赋与供需矛盾提出节约合理利用的油气资源利用思路,根据中国油气消费结构提出"节约用油,合理用气"的油气资源利用方向和"交通节油、工业节油"的节油重点方向,进而提出了具有针对性的节油用气的方法。统计分析表明,中国能源效率相对低下,但节油潜力巨大,应尽快调整经济产业结构,推广节能技术,加强政策综合调控,构建资源节约型社会,提高油气利用效率,促进形成高效、清洁、低碳的能源结构,从而更好地实现中国经济社会的可持续发展。

The status quo of oil and gas resource utilization in China was reviewed, and the idea of saving and rational utilization of oil and gas resources was suggested according to the contradiction between energy endowment and supply and demand in our country. The principles of oil and gas resource utilization of "Saving Oil and Using Gas Rationally" was proposed and the key direction of "Oil Saving in Transportation and Industry" was envisaged. Then a targeted method of fuel-saving gas was intended. Statistical analysis shows that China’s energy efficiency is relatively low, but the potential for fuel-saving is huge. Therefore, we should adjust the economic structure, promote energy-saving technology, strengthen comprehensive policy control, build a resource-saving society, improve the efficiency of oil and gas utilization, and promote the formation of an efficient, clean and low-carbon energy structure, so as to better achieve the sustainable development of China?s economy and society.
