边疆治理现代化进程中的党建治边方略

The Strategy of Frontier Governance through Party-Construction in the Modernization of Frontier Governance

为了实现边疆的良政善治,当把边疆党建作为系统化和工具化的方法和策略时,就称为党建治边方略。实施党建治边方略有利于促进边疆治理高效化、协同化、法治化、民主化,这和边疆治理体系和治理能力现代化的目标具有完全的一致性。实施党建治边方略需从“边疆党建”和“边疆党治”两个环节入手,从政治进路、组织进路和文化制度进路三条路径出发。在“边疆党建”环节中,边疆党组织对组织本身的前提要素进行政治建设、对结构要素进行组织建设、对效率要素进行文化和制度建设。在“边疆党治”环节中,边疆党组织对边疆治理进行全面的政治领导、组织领导和思想领导。

As the Party-construction is taken as a method or measure systematically and instrumentally to achieve a sound politics and good governance in China's frontier areas,it's called the strategy of frontier governance through Party-construction.This can make the governance in China's frontier areas more efficient,cooperative,legalized and democratic,which reaches a full agreement with the goal of modernizing governance system and governance capacities in frontier areas.It;'s necessary to set out from“the frontier Party-construction”and“the frontier Party governance”,and carry out in a political,organizational and cultural-institutional way so as to better implement the strategy.For“the frontier Party-construction”,the Party organizations in frontier areas will launch the political construction to the premise of the organization itself,the organizational construction to the structure,and the cultural and institutional construction to the efficiency,while for“the frontier Party governance”,they will take a comprehensive leadership politically,organizationally and ideologically.
