高校安全稳定管理工作体系构建——“四化”管理模式探索与实践

Construction of Security and Stability Management System in Colleges and Universities——Exploration and Practice of“Four-transformation”Management Mode

随着近年来我国高等教育事业的飞速发展,高校安全管理朝着复杂化、多元化和系统化的方向发展。因此,在即将迎来我国全面建成小康社会的新时期,高校作为培育祖国下一代优秀青年的摇篮,更是人才创新和社会发展的基地,高校校园安全管理工作必须引起高度重视和关注,这就要求要及时总结成功经验,推动其理论、实践的不断提升,根据现阶段高校发展的新要求,逐步创新校园安全管理。基于此,笔者选取福建省办学发展潜力最大、具有代表性的民办本科院校———福州外语外贸学院作为研究切入点,学校实施“安全管理网格化、安全信息网络化、安全排查精细化、安全设施现代化”管理模式,旨在对形势下全面加强高校安全稳定管理工作提出指导性意见。

With the rapid development of our country’s higher education in recent years,the safety management of colleges is heading towards complication,diversification and systematization.Therefore,in the new period which is going to enter the comprehensive built well-off society in our country,colleges and universities as the cradles of cultivating the next generation of outstanding youth,are also the bases for talent innovation and social development.The safety management of the campus must be paid great attention to,which requires to summarize successful experience in time,promote the improvement of theory and practice,and gradually innovate safety management of colleges according to the new development needs in this stage.Based on this,the author selects a representative undergraduate college with the most development potential in Fujian Province—Fuzhou University of International Studies and Trade as the starting point for the study.The school implements the management mode of“safety management gridding,safety information networking,security investigation refining and safety facilities modernization”,so as to give guidance for strengthening the safety and stability management of colleges.
