中国合村并居政策的异化及其矫正

中西部乡村空心化的加剧使乡村振兴战略失去有效载体,难以落实,只有合村并居才能重建乡村,为乡村振兴战略提供有效载体。但由于城乡建设用地增减挂钩政策推动的合村并居忽视农民主体性,侵犯农民利益,冲击耕地红线;农业税费减免推动的合村并组缺乏实质性内容,形式主义严重,导致合村并居政策异化,民间反对声音很大,使推进受阻。因此,只有尽快转变思维,坚持乡村发展本位,尊重农民主体性,积极引进工商资本,因地制宜地实施合村并居政策,早做准备,超前规划,循序渐进地推进,才能矫正合村并居政策的异化,减少民间反对声音,有效化解乡村空心化问题,加快乡村振兴目标的实现。

The intensified hollowing out of rural areas in the central and western regions makes the rural revitalization strategy lose effective carrier and difficult to implement.Only the rural consolidation can rebuild the countryside and provide effective carrier for the rural revitalization strategy.However,the rural amalgamation promoted by the policy of linking the increase and decrease of land for urban and rural construction ignored the subjectivity of farmers,infringed on the interests of farmers,and impacted the red line of farmland.The rural amalgamation promoted by the reduction of agricultural taxes and fees is lack of substantive content and serious formalism,which leads to the alienation of the rural amalgamation policy.Only by changing thinking as soon as possible,adhereing to the rural development standard,respecting farmers'subjectivity,actively introducing capital for industry and commerce,adjusting measures to local conditions to the implementation of the rural merger policy,early preparation,planning in advance,the advance step by step,can correct country merger policy alienation and reduce folk opposition,effectively reduce rural hollowing out problems and speed up the realization of the revitalization.
