河长制公众参与现状调查与意愿分析

Investigation on the current situation and analysis on the willingness of public participation in river chief system

通过问卷调查获得河长制公众参与现状第一手数据,考察河长制公众参与意愿的影响因素,旨在为河长制深化建设中架构公众参与机制提供实证支持与决策参考。研究发现:河长制公众参与现状并不乐观。河长制公众参与意愿主要受到个体特征中年龄、受教育程度、住所、政治面貌4个因素与心理特征中河长制工作了解程度、对水环境信息公开满意程度、目前水质状况评价、对政府治水信心4个因素的影响。

Through the questionnaire survey,we obtained the first-hand data on the current situation of public participation in river chief system,and investigated the influencing factors of the willingness of public participation in river chief system,aiming to provide empirical support and decision-making reference for constructing the public participation mechanism in the reconstruction of river chief system.It was found that the current situation of public participation in river chief system is not optimistic and the willingness to participate needs to be improved,and the willingness of the public participation in river chief system is mainly influenced by 4 factors of individual characteristics,namely age,education level,residence and political status,as well as 4 factors of psychological characteristics,namely understanding of the work of river chief system,satisfaction with the disclosure of water environment information,evaluation of current water quality,confidence in government’s water control.
