作为深化农村改革的重点,农村集体产权制度改革在构建中国特色社会主义制度、完善农村基本经营制度中发挥着重要作用,是一项管长远、管根本的制度建设,对全面建成小康社会和实现乡村振兴有积极而深远的影响。围绕集体成员权及其权能实现阐释集体产权制度改革创新的逻辑,并解析创新性制度安排的行为特征及效能,发现农村集体产权制度改革对培育市场经济新主体、增加农民财产性收入和完善农村基层组织体系发挥了重要作用。现阶段,应从明确农村集体经济组织的法律地位,构建政策支持动态保障体系,发挥农村治理结构优势,开展相关配套制度改革等多方面着力,促进农村集体产权制度改革进一步深化。

As the key point of deepening rural reform,the rural collective property rights system reform plays an important role in the construction of socialism with Chinese characteristics and the innovation and improvement the basic rural operation system.It is a long-term and fundamental system construction,which will have a positive and far-reaching impact on building a moderately prosperous society in all respects and realizing rural vitalization strategies.Focusing on the collective member rights and their power to explain the logic of the reform and innovation of the collective property rights system,and to analyze the behavioral characteristics and effectiveness of the innovative institutional arrangements,it is found that the reform of the rural collective property rights system has played an important role in cultivating the new subject of the market economy,increasing farmers’property income and improving the rural grassroots organization system.At this stage,efforts should be made to clarify the legal status of rural collective economic organizations,build a dynamic security system for policy support,give play to the advantages of rural governance structure,and carry out related supporting system reforms to promote the deepening of rural collective property rights system reform.
