石化企业在HSSE管理体系建设中存在的问题与对策

Existing Problems and Countermeasures during the Construction of HSSE Management System in Petrochemical Enterprises

分析了石化企业在建设HSSE管理体系过程中存在的要素设置针对性不强、要素内PDCA小循环设计不完整、要素主管部门不明确、HSSE管理与专业制度融合程度不够等突出问题以及产生的原因,提出相应的解决对策,为企业建设HSSE管理体系提供指导和建议。

During the process of the construction of HSSE management system in petrochemical enterprises,there were problems such as untargeted setting of the elements,the incomplete design of the PDCA circle,the unclear department in charge of the elements and insufficient integration of the HSSE Management and the professional system.The causes were analyzed which helped put forward the corresponding countermeasures and provide guidance for the successful construction of the HSSE Management System.
