高校知识产权信息服务现状及发展对策研究--基于高校国家知识产权信息服务中心的调研

Research on the Present Situation and Development Countermeasure of the Intellectual Property Information Service in Universities--Based on the Survey of the National Intellectual Property Information Service Centers

对23所高校国家知识产权信息服务中心进行调研发现,知识产权服务呈现出服务团队“三高”、专利服务内容丰富多样、专利培训教育层次分明、专利信息服务多方合作等特点,但也存在知识产权服务内容单一、高层次技术型专利服务薄弱、知识产权服务保障条件欠缺等问题。未来高校知识产权信息服务的发展建议从以下方面着手:政府宏观引导,加强配套政策的制定与实施;高校决策层支持,构建多方无缝合作的管理机制;图书馆创新服务模式,开创知识产权信息服务的新局面。

A survey conducted among the National Intellectual Property Information Service Centers in 23 universities finds that the characteristics of universities intellectual property information services can be summarized as“three highs”of the service team,diversity of the patent service,distinction of the patent training education gradations,and multi-channel cooperation of the patent information service.There are also some problems such as the singleness of intellectual property service,the weakness of high level technical patent service,the lack of intellectual property service supporting mechanism,etc.Based on the above findings,this article puts forward some suggestions on the future university property information services namely:more government macro-policy guidance and specific supporting policy packages;more support from the university authorities and seamless multi-channel cooperation management mechanism;and an innovative library service mode with better intellectual property information services.
