收入保险在产业扶贫利益联结机制中的优化作用及导入策略

Effect of optimization and policy implementation of revenue insurance to benefit linkage mechanism in industrial poverty alleviation

实施产业扶贫,发挥农业企业等新型农业主体的示范带动作用,是实现贫困户增收脱贫的有效途径。然而,因缺少风险防范和化解机制,预期收入的波动导致贫困户和龙头企业对合作采取消极态度,双方的利益联结方式停留在松散水准。通过向扶贫产业引入新型收入保险,发挥其在风险统筹和利益分配两方面的保障和优化作用,利用其可保障贫困户和龙头企业预期收入稳定、规范产业利益分配行为和提升金融资源配置效能的优势来强化贫困户和龙头企业的利益联结关系,可推动现有松散型利益联结机制向"风险共担、利益共享"的紧密型合作转变,促进扶贫产业的健康发展。构建扶贫产业收入保险架构,可考虑从设计地方性收入保险、完善农业保险保障体系和加强基层保险宣传工作三方面着手。

Implementing industrial poverty alleviation and playing the leading role of new agricultural business entities are effective ways to increase the income of poor households.However,due to the lack of risk a prevention mechanism and fluctuations of expected income,can lead to poor households and leading enterprises to adopt a negative attitude towards cooperation.This paper introduces a new type of revenue insurance into the poverty-alleviation industry to protect and optimize its functions in both risk coordination and benefit distribution.It can strengthen the benefits to poverty-stricken households and leading enterprises by guaranteeing the stability of expected income,regulating the behavior of industrial benefit distribution as well as improving the efficiency of financial resource allocation.The beneficial linkage will promote the transformation of the existing loose benefit linkage mechanism to the close cooperation of"risk sharing and benefit sharing",and to promote the development of the poverty alleviation industry.Finally,this paper puts forward the establishment of a revenue insurance framework for poverty-alleviating industries from three aspects:designing local revenue insurance,perfecting an agricultural insurance security system and strengthening the grass-roots insurance publicity.
