Accelerate the Creation of a Shanghai’s Model of“Two Networks Integration”for Garbage Collection

上海要积极借鉴兄弟省市经验,立足生活垃圾分类模式,试点构建较为完善的配套制度和政策体系,按照“一个区域只有一个责任主体”的原则,构建全品类回收、精细化分拣、市场化处置、全过程监管的“两网融合”上海模式,切实推动“两网”融合成“一网”,打造生活垃圾从“源头分类”到“末端资源化利用”的循环经济体系。

Shanghai should actively learn from the experience of other provinces and cities,base itself on the classification model of domestic waste,build a relatively complete supporting system and policy system on a pilot basis,and build a Shanghai model of“two networks integration”with full category recycling,fine sorting,market-oriented disposal and whole process supervision according to the principle of“only one responsible subject in one region”,so as to effectively promote the integration of“two networks”into“one network”and create domestic waste classification from“source”.
