关于全国重点文物保护单位申报制度的分析与思考——基于第八批国保申报表的考察

Analysis and Consideration of the Reporting System o the Major Historical and Cultural Sites Protected at the National Level——Based on Observations of Application Forms for the Eighth Batches of Protected Units

文章通过第七批与第八批国保申报表的对比,指出第八批国保申报表在内容上的改进及其背后的管理思维导向。针对现行国保申报表存在的一些问题,提出了进一步完善文物保护区划的划定要求,补充、完善评价标准,构建科学评价体系,推动申报后保护管理承诺的实现等改善建议。鉴于国保单位在多个层面的重要意义,指出应将国保申报工作作为文物事业与现代社会治理相衔接的窗口和重要的政策导向工具。在此基础上进一步提出丰富、完善《文物保护单位保护管理条例》,从而逐步建立起以文物保护单位制度为核心中枢,贯穿整个文物保护工作的、不可移动文物保护的、稳定长效机制的必要性和期望。

Through the comparison between the seventh batch and the eighth batch of application forms for National Level Cultural Relics Protection Units,this paper points out the improvement of the latter in content and the guidance of management thinking.In light of some existing problems in the current application form,some suggestions are given,including improving the delineation requirements of cultural relic protection zones,improving evaluation standards,building a scientific evaluation system,and promoting commitment to protection and management after evaluation.Due to the significance of the National Level Cultural Relics Protection Units at multiple levels of society,it is necessary for the application work be regarded as a window for the connection between the protection of cultural relics and modern social governance,as well as an important policy-oriented tool.On this basis,this paper further proposes the necessity and expectation of enriching and improving the"Regulations on the Protection and Administration of Cultural Relics Under Protection"for the purpose of progressing towards the establishment of a stable long-term mechanism of protecting immovable cultural relics with the official Cultural Relic Protection Unit System as the backbone running through all cultural relic protection work.
