摘要
在高校中,绩效工资分配体系对教师队伍建设以及学校发展起着导向作用。应用型高校由于自身资源的不足有强烈的提升社会知名度来扩大招生的需求,以往对高校教师的绩效考核指标主要侧重为教师的论文、研究课题或学生获奖等容易量化的指标。而对于教学质量等难以短期量化的指标则以相对简单的课时量进行考核。这种考核方法存在功利的弊端,一方面容易导致一些科研容易出成果的教师工资待遇大幅高于以教学为主的教师,同时引导教师把更多精力放在实验室而不是课堂;而另一方面引导教师在完成教学课时量时,侧重指导学生获奖,使得教师的知识传授有“精英化”的倾向,这与应用型高校培养应用型人才的价值取向有悖,使得教师无法成功地向应用型转变。因此,在应用型高校绩效工资体系改革中,应当平衡好教学与科研的绩效分配,并将科研业绩奖励与服务地方产业挂钩,以达到服务地方的目的。
In colleges and universities,the performance-based salary distribution system plays a guiding role in the construction of teachers and the development in universities.Due to the lack of their own resources,application-oriented universities have a strong need to enhance social reputation to expand enrollment.In the past,the performance evaluation indicators of university teachers mainly focus on the easily quantifiable indicators such as teachers'papers,research projects or students'awards.But for the teaching quality and other indicators which are difficult to quantify in a short time,the assessment is carried out with relatively simple class hours.This assessment method has utilitarian disadvantages.On the one hand,it is easy to lead to the salary of some teachers who are readily to produce achievements in scientific research significantly higher than those who focus on teaching,and at the same time it is also easy to guide teachers to put more energy in the laboratory rather than in the classroom.On the other hand,when teachers complete the teaching hours,they should focus on guiding students to win awards in academic competitions,which makes teachers'knowledge instruction“more elite”,which is contrary to the value orientation of applied talents education in application-orienteduniversities,which makes it impossible for the teachers to successfully make their transition.Therefore,in the reform of performance pay system in application-oriented universities,we should balance the performance distribution between teaching and scientific research,and link the reward of scientific research achievements with the service of local industries,so as to achieve the purpose of serving the local.
