摘要
网络交易作为一种新的食品流通形式得到了较快发展,但其食品安全问题引起社会各界的广泛关注和反思,也给当前的政府监管工作带来了新的挑战。文章在回顾网络食品安全监管领域已有研究的基础上,以市场失灵、政府失灵、交易成本等理论的视角审视了网络平台交易情境下的食品安全问题,提炼出协同监管和信息共享两个核心要点。结合理论启示和实践经验,提出了以信息共享为关键、实现政府干预和市场机制有机结合的新型食品安全监管模式,并阐述了该监管模式的发起、分工和保障三个方面的主要内容,为开展高效率、可持续的网络食品安全监管工作提供了参考。
As a new mode of circulation,online food transaction has been developed rapidly.But the food safety problem has aroused extensive attention and reflection from all walks of life,and has brought about new challenges to government regulations.Based on the theories of market failure,government failure and transaction cost,this paper examines the food safety problem in the context of transactions via online platforms.The paper extracts two key points,i.e.co-regulation and information sharing.Drawing on theoretical insights and practical experience,this paper puts forward an innovative mode of co-regulation based on information sharing,which balances government intervention and market mechanisms.The key contents of its initiation,division of labor and safeguard are expounded,which may be a reference for the construction of an efficient and sustainable online food safety regulation system.
