简论中国海洋维权与海洋维稳的平衡互动

A Brief Discussion on the Balance and Interaction between Maritime Rights Protection and Maritime Stability Maintenance of China

在“百年未有之大变局”和中国从“富起来”到“强起来”的双重需求下,中国将建设“海洋强国”上升到国家发展的战略高度,加快完善海洋维权的顶层设计,综合提升海洋维权实力。随着域外大国持续性介入中国周边地区海洋事务,周边一些国家与中国争夺海洋权益的摩擦同步增加,中国和平崛起面临严峻的周边形势考验。为妥善处理海洋权益维护和海洋秩序稳定的双重压力,中国须统筹考量海洋维权与海洋维稳的辩证关系,将海洋维权置于周边外交的整体背景下,有步骤地推进实施。中国海洋战略由“维权维稳相统一”进而迈向“维权维稳平衡互动”,海洋维权战略已趋向更加积极作为,海洋维稳也进入海洋秩序稳定和平、海洋发展合作共赢的建设“海洋命运共同体”的新阶段。

The once-in-a-century changes and the transformation of China from a well-off society to a strong country both require China to promote the construction of“maritime power”to the strategic level of national development,accelerate the top-level design of maritime rights protection and comprehensively enhance our strength to protect our maritime rights.As some outside powers incessantly intervene in maritime affairs of the surrounding area of China,China is facing a severe challenge posed by some surrounding countries in the progress of our peaceful rise with the increasing urgency to fight for our maritime rights.In order to properly handle the dual pressure of maritime rights protection and stability maintenance,China needs to weigh their dialectical relationship as a whole,integrate maritime rights protection into the overall background of our neighboring diplomacy and move forward step by step.China’s maritime strategy has been proceeding from the“integration of rights protection with stability maintenance”to the“active and dynamic balance between rights protection and stability maintenance”.China is now entering a new stage with a more active and contributive maritime rights protection strategy,a stable and peaceful maritime order and the win-win cooperation of maritime development to build the“maritime community of shared future”.
