Classification and Construction of Social Governance Tools:Analysis Based on Social Governance Target and Action Logic

社会治理工具是实现社会治理体系现代化的基本途径,决定着社会治理的行动模式。社会治理工具的分类与型构是社会治理工具研究的切入点和关键点。社会治理工具可分为规制型工具、激励型工具、参与型工具和文化信息型工具四大类,每一大类工具又包含若干子工具。社会治理工具分类的型构是指在社会治理工具分类的基础上,以社会治理的“公益、维权”和“公害、维稳”为治理靶向,以四大类治理工具为驱动因素,构建政府、社会与市场三大主体间的互动关系。

Social governance tools are the basic ways to realize the modernization of social governance systems,which determine the action mode of social governance.The classification and construction of social governance tools are the point of penetration and key point in the research of social governance tools.Social governance tools can be classified into four categories:regulatory tools,incentive tools,participatory tools and cultural information tools.Each type of tools also contains some specific sub tools.The construction of social governance tools is based on the classification of social governance tools,taking“Public Welfare,Rights Protection”and“Public Hazard,Stability Maintenance”as governance targets,and taking four categories of governance tools as the driving factors,the interaction among government,society and market should be constructed.
