边疆民族贫困地区公共文化服务体系建设调查研究——以云南省文山州为例

A Research on the Construction of Public Cultural Service System in Frontier Ethnic Poverty Areas——Taking Wenshan of Yunnan Province as an Example

公共文化服务体系建设是党中央为了保障广大人民群众基本文化权益的重要举措,特别是对少数民族贫困地区的农民群众具有重要的意义。以云南省文山州为例,从设施建设、管理运行、人才队伍、服务效能等方面开展全面调研,发现其公共文化服务体系建设中存在资金制约因素大,工作推进缓慢;统筹利用不足,资源浪费现象严重;专业人才队伍不足,空编空岗现象突出;基层政府重视不够,服务意识不强;无效供给与供给不足并存;公共文化基础设施落后等问题。并针对此提出加大财政支持力度,大力发展旅游产业;整合资源,形成合力,统筹推进均衡发展;加强公共文化队伍建设;建立领导绩效考核和群众监督机制;提高供给效率,丰富文化产品;加快推进公共数字文化服务及总分馆制建设等建议。为我国到2020年基本建成覆盖城乡、便捷高效、保基本、促公平的现代公共文化服务体系建设提供参考和借鉴。

The construction of public cultural service system is an important measure for our country to protect the basic cultural rights and interests for the broad masses of the people,especially for the peasants in ethnic poverty areas.This paper,taking Wenshan of Yunnan province as an example,conducts comprehensive research on facilities construction,management and operation,talent team and service efficiency.It is found that there are problems such as the constrained financial factors,slow working space,lack of overall utilization,serious waste of resources,shortage of professional talent team,the grassroots government pay’s insufficient attention,weak service awareness,coexisence of invalid supply and insufficient supply,backward public cultural infrastructure in the construction of its public cultural service system.In view of this,the paper puts forward some suggestions such as increasing financial support,focusing on the development of tourism industry,integrating resources and promote balanced development,strengthening the construction of public cultural teams,establishing leadership performance appraisal and mass supervision mechanism,improving supply efficiency and enriching supply types,accelerating the promotion of public digital cultural services and construction of the general branch system,which will provide reference for building a modern public cultural service system,convenient and efficient,basic and fair covering urban and rural areas.
