摘要
利用熵权TOPSIS模型,以太湖水域的无锡、嘉兴、苏州、常州、湖州、杭州与上海为调研的样本地区,对河长制政策执行绩效进行了评估,并识别出影响政策执行效果的障碍因素。对河长制政策设计安排是否满意、对河长制政策动态调整过程是否满意、对河长制财政支出项目公开是否满意、对河长制执行情况的监督与管理是否满意、对河长制考核方式是否满意等方面进行了深入分析。结合调研的河长制现状,给出了相关政策建议。
Taking Wuxi,Jiaxing,Huzhou,Suzhou,Changzhou,Hangzhou and Shanghai in Taihu basin as the research object,using Entropy weight TOPSIS model,this paper investigates its current development of river chief system,evaluate the performance of river chief system,and identify obstacles affecting the effects of policy implementation.The paper studies the effect of satisfaction with river chief system policy design and arrangement,river chief system policy dynamic adjustment process,river chief system financial expenditure item disclosure,supervision and management of the river chief system implementation,assessment method of river chief system.The paper investigates the obstacle factors of river chief system in different cities and gives relevant policy suggestions.
