摘要
海洋功能区划是海洋空间开发利用管理的依据。以海域资源耗用系数和海洋功能区允许开发因子,构建了海域开发强度指数评价模型,对2011—2019年江苏省海域开发强度进行了评价,并研究其变化趋势,得出以下结论:2011—2019年,海域开发强度持续增加并向着资源耗用系数高的用海类型转化;海域开发强度指数由2011年的0.0083提升到2019年的0.0767,整体处于可载范围,指数增加最大区域位于东台市、海安市和通州湾示范区;江苏省海域强度指数快速增长的主要影响因素为围填海和港口建设,其中赣榆区、连云区、通州湾示范区海域开发强度指数增加的主要原因是港口建设,东台市、海安市和如东县海域开发强度指数增加的主要原因是农业和城镇围填海建设。
Marine functional zoning is the basis for marine space development and utilization management.Based on the sea area resource consumption coefficient and the allowable development factor of the marine functional area,a sea area development intensity index evaluation model was constructed to evaluate the development intensity of Jiangsu province sea area from 2011 to 2019,and its changing trend is studied.From 2011 to 2019,the intensity of sea area development continued to increase and shifted to sea types with high resource consumption coefficients.The sea area development intensity index has increased from 0.0083 in 2011 to 0.0767 in 2019,but it is still in the loadable range.The areas with the largest increase in the index are located in Dongtai city,Haian city and Tongzhou bay demonstration zone.The main influencing factors of the rapid growth of the development intensity index of Jiangsu sea area are reclamation and port construction,among which the main reason for the increase of the development capacity index of Ganyu,Tongzhou bay demonstration zone is port construction,and the main reason for the development intensity of Dongtai city,Haian city and Rudong county is agriculture and urban reclamation construction.
