摘要
建立高等教育质量标准是当前我国高等教育面临的重大问题,是判断高等教育质量的基本依据与参照。我国高等教育质量标准应以高等教育人才培养为逻辑起点,以高等教育分类为前提,以满足个体和社会的需求为根本。基于人才培养目标的不同,高等教育质量标准分为创新型、应用型和技能型三类;基于CIPP模式和人才培养全过程,标准的维度分为培养目标、教学过程、保障条件和结果评价。通过对标准维度和关键要素的分析描述高等教育质量标准的核心内涵,形成我国高等教育质量标准的总体框架,以期对我国高等教育质量标准的建设提供参考。
Establishing national quality standards for higher education is an important issue in China.The quality standards of higher education are the basis and reference for judging the quality of higher education.And it's also the baseline for value judgment in some fields or the whole higher education.This paper puts forward a preliminary framework of national quality standards for higher education with talents cultivating as the logical starting point,classification of higher education as the prerequisite,training objectives as the basis,meeting the needs of individuals and society as the fundamental.Based on different training objectives,higher education can be divided into three types:higher education for cultivating innovative talents,higher education for cultivating application talents and higher education for cultivating skilled talents.Based on the CIPP model and the whole process of personnel training,the paper designs a framework and chooses four dimensions:the training objectives,training process,the security conditions and the evaluation of results.Through the analysis of standard dimensions and key elements,this paper describes the core connotation of higher education quality standards,and forms the overall framework of higher education quality standards in China,so as to provide reference for the construction of quality standards of higher education in China.
