Agricultural and Rural Digital Transformation:Realistic Representation,Impact Mechanism and Promotion Strategy

数字技术给农业农村发展带来了新的机遇,促进了农村新产业新业态新商业模式的发展以及农村公共服务的创新供给。但是,较城镇地区相对落后的网络设施与服务水平、相对较慢的产业数字化进程、相对滞后的数字技能培育体系,限制了数字技术向农业农村渗透的广度与深度。农业农村数字化转型是顺应时代变革的必然趋势。为加快我国农业农村数字化转型,应合理布局和加快推进农村网络设施建设,补齐农村数字基础设施与服务短板;加速新产业新业态新商业模式在农村的发展,推动互联网从消费领域向生产领域全面扩张;构建面向农村的数字技能普及体系,缩小城乡之间分享数字红利机会和能力的不平等,让新一轮科技革命能够更多更公平地惠及农业农村农民。

Digital technology has brought new opportunities to the development of agricultural and rural areas,thereby promoting the development of new rural industries,new business format,new business models and innovative supply of rural public services.However,the network facilities and service level are still relatively fallen-behind.The relatively slow process of industrial digitization and the relatively lagging training system of digital skills limit the breadth and depth of digital technology penetrating into agriculture and rural areas.Since digital transformation of agricultural and rural areas is an inevitable trend of the era,for speeding up the digital transformation of China's agriculture and rural areas,we should reasonably layout and accelerate the construction of rural network facilities,repair the short board of rural digital infrastructure and services;accelerate the development of new industries,new business format and new business models in rural areas,promote the comprehensive development from the consumption field to the production field over the internet;build a digital skills popularization system targeting the rural areas,thus reducing the inequality of opportunities and ability of sharing digital dividend between urban and rural areas,by that the digital technology revolution can benefit more.
