传统邻里文化在社区治理过程中的创新与转化

Innovation and Transformation of Traditional Neighborhood Culture in the Process of Community Governance

从历史维度看,单位制向社区制的转型、传统邻里文化的传承为社区治理的形成提供了即时性背景;从问题维度看,对社区治理的组织困境、秩序困境、供给困境的结构解剖为传统邻里文化嵌入社区提供了切入点;从标杆维度看,提取传统邻里文化中有益元素有利于实现社区善治。运用历史——问题——标杆的分析框架将传统邻里文化中的"邻里一家""以礼求和""守望相助"提炼与再设计为场域共生、群体构建、网络整合三种机制,有助于推动社区治理精细化。

From the historical dimension,the transformation from the unit system to the community system and the inheritance of traditional neighborhood culture provide a diachronic background for the formation of community governance;from the perspective of problem dimension,the structural anatomy of the organizational dilemma,order dilemma and supply dilemma of community governance provides an entry point for the embedding of traditional neighborhood culture into the community;from the benchmarking dimension,it is beneficial to extract beneficial elements from the traditional neighborhood culture In order to achieve good community governance.Using the analytical framework of history problem benchmarking,this paper refines and redesigns the traditional neighborhood culture of"neighborhood family","seeking harmony by courtesy"and"helping each other by keeping watch"as three mechanisms of field co creation,group link construction and network goal integration,which will help to promote the refinement of community governance.
