摘要
建立铁路货运价格监测体系是铁路运输企业积极面对市场化改革、提高竞争力的重要举措。本文从铁路货运价格改革、决策、管理的角度分析价格监测的必要性,围绕货运价格的主要影响因素,研究构建了铁路货运价格监测体系:在监测方法方面,铁路货运价格监测要综合整合外部市场信息、内部统计信息,结合市场调查,从而得到较为全面的数据;在监测指标方面,重点监测宏观经济、大宗商品、各种运输方式运价水平等指标;在组织保障方面,要通过制度人员保障和信息系统确保监测工作的正常运转。因此,建立健全铁路货运价格监测体系可为铁路货运价格市场化改革、精细化管理以及科学理决策提供有力支撑。
The establishment of a railway freight price monitoring system could help China Railway face the market actively and improve their competitiveness.This article analyzes the necessity of price monitoring from the perspectives of railway freight price reform,decision-making and management,focuses on the main influence of freight prices,builds a railway freight price monitoring system:In terms of monitoring methods,this system must integrate external market information,internal statistical information,and market surveys.In terms of monitoring indicators,this system should focus on monitoring indicators such as macroeconomics,bulk commodities,and freight rates of various modes of transportation.In terms of organizational assurance,the operation of this system must be ensured through in formation systems,institutional and personnel assurance.The establishment of this system can provide a basis for market-oriented reform of railway freight transportation prices,refined management,and scientific decision-making.
