“十四五”时期粤港澳大湾区工业高质量发展的思路与对策

工业是支撑粤港澳大湾区经济社会发展的重要支柱,工业的高质量发展是粤港澳打造世界一流湾区的核心竞争力所在。在加快形成以国内大循环为主体、国内国际双循环相互促进的新发展格局背景下,进一步推动粤港澳大湾区工业高质量发展意义重大。粤港澳大湾区工业规模和活力不断提升、新兴产业集聚优势明显,但在结构转型升级、区域空间布局、与服务业协同发展等方面仍显现出一些突出的问题。针对大湾区工业大而不强、不平衡问题突出等特征,本文提出“十四五”时期粤港澳大湾区工业发展的基本思路是:从世界加工厂转变为具有全球竞争优势的先进制造业中心,成为工业国内大循环的中心节点、国内国际双循环的战略链接点。最后,从加快工业结构调整、强化产业协同集聚、优化工业布局、促进创新引领、创新合作体制机制等方面提出了推动粤港澳大湾区工业高质量发展的政策建议。

Industry is the important support for the economic and social development of the Guangdong-Hong Kong-Macao Greater Bay Area(GBA),and high-quality industrial development is the core competitiveness of the GBA striving for a world-class bay area.It is of great significance to further promote the high-quality industry development of the GBA under the background of accelerating the formation of a new development pattern with the big domestic cycle as the main body and the mutual promotion of domestic and international double cycles.The industrial scale and vitality of the GBA have continued to increase,and the advantages of agglomeration of emerging industries have been obvious.However,industrial development still shows some outstanding problems in terms of structural transformation and upgrading,regional spatial layout,and coordinated development with service industry.In view of the characteristics of big but not strong industry and the outstanding imbalance,this paper puts forward the basic idea for the industrial development of the GBA during the 14th Five-Year Plan period is to transform from a global processing factory to an advanced manufacturing center with global competitive advantages and become the central node of the industrial domestic cycle and the strategic link of the domestic and international double cycles.On the basis of the above analysis,we put forward policy recommendations to promote the high-quality industrial development of the Guangdong-Hong Kong-Macao Greater Bay Area in terms of accelerating industrial structural readjustment,strengthening industrial coordination agglomeration,optimizing industrial layout,promoting innovation and leadership,and innovating cooperation system and mechanism.
