Research on Theory of Strategic Planning Management of State Owned Companies

"战略"是企业中长期发展的目标,指明了企业的发展方向,而"规划"是保障战略落地实施的基础。从国有企业战略管理过程中遇到的问题来看,采用一套合适的管理方式,科学制定战略并且不折不扣执行,是战略管理过程中最紧迫的问题。解决这个问题的关键就是"战略规划",企业通过制定和执行中长期战略规划来实施总体战略的管理方式称之为"战略规划管理"。本文从理论探讨角度重点研究了战略规划管理特性和原理,总结得出战略规划管理的特性和基础理论,有助于企业提升战略规划管理水平、加强战略管控能力,保证企业中长期发展方向不动摇,集中优势力量实现战略目标。

“Strategy”is the goal of long-term development of enterprises,indicating the direction of development,while“Planning”is the basis of implementation of the strategy.The key to solve the problems of strategic management for state owned company is“strategic planning management”,which is a management system to achieve enterprises objectives.This paper discussed characteristics and principles of strategic planning management in theory and summarized five characteristics and two basic theories.Understanding the characteristics and principles helps enterprises to improve the management level,strengthen control capabilities of strategic management,and ensure to achieve strategic objectives.
