英国“联合学校”办学实践对我国中小学集团化办学的启示

The Enlightenment of the Practice of“Federation Schools”in UK on Group Running of Primary and Secondary Schools in China

为了改善英国基础教育发展不均衡的矛盾,提高薄弱学校的整体教学水平,英国政府从2001年开始积极探索中小学合作办学,并逐步倡导组建“联合学校”。“联合学校”的发展和完善,有效促进了英国基础教育整体水平的提高和教育公平的实现。我国在追求教育质量、推动教育公平方面,也进行了不少的理论研究和实践探索。但是,办学法律法规不健全、社会力量理解和支持不充分、考核评价机制不完善等突出问题的存在,阻滞了集团化办学更大成效的发挥。英国中小学“联合学校”办学的部分成功经验,对于我国中小学集团化办学有一定借鉴和启示意义。

In order to improve the unbalanced development of British Elementary Education and improve the overall teaching level of weak schools,the British government began to actively explore cooperation in primary and secondary schools in 2001 and gradually advocated the establishment of“federation schools”.The development and improvement of“federation schools”has effectively promoted the improvement of the overall level of elementary education and the realization of education equity in Britain.In the pursuit of education quality and promoting education equity,China has also carried out a lot of theoretical research and practical exploration.However,the existence of such outstanding problems as imperfect laws and regulations,inadequate understanding and support of social forces,imperfect assessment and evaluation mechanism,etc,has hindered the greater effectiveness of group running of primary and secondary education.Some of the advanced experience of the development of“federation schools”in UK has certain reference and enlightenment significance for the group running of primary and secondary schools in China.
