康熙时期青浦县土地清丈问题及其解决——以慕天颜的奏疏为例

The Problem of Land Survey in Qingpu County During the Kangxi Period and Its Solution——Take Mu Tianyan’s Memorial as An Example

苏松二府在清代国家供赋中占据着重要的地位。清初,受连年战争影响,江南地区出现了大量土地抛荒和隐匿的现象,加之该地又是重赋地区,民欠甚多,从而导致百姓大量逃亡。这样就对赋税的征收产生了深刻的影响。松江府青浦县是江南重要的赋税大县之一,其土地问题极具代表性。康熙早期,慕天颜督抚江苏,清丈土地。通过《抚吴封事》和《皇朝经世文编》可知,青浦县在土地清丈的过程中坍荒、隐匿等问题及其解决,不仅有效地解决了青浦县存在的问题,而且对江南整个地区存在问题的解决有着重要的借鉴意义。

Suzhou Prefecture and Songjiang Prefecture occupied an important position in the national tax payment in the Qing Dynasty.In the early Qing Dynasty,under the influence of successive years of wars,a large amount of land was abandoned and hidden in the Jiangnan area.In addition,this place was a tax-heavy area and the people owed a lot,which led to a large number of people fleeing.This had a profound impact on the tax revenue.Qingpu County of Songjiang Prefecture was one of the most important taxation counties in the Jiangnan region,and its land issues were very representative.In the early Kangxi period,Mu Tianyan was in charge of Suzhou.According to the Fu Wu Feng Shi and Huang Chao Jing Shi Wen Bian,the settlement of land collapse and concealment in Qingpu County during the process of land clearance not only effectively solved the problems in Qingpu County,but also provided important reference for solving the problems in the entire Jiangnan region.
