摘要
石油企业在勘探开发、石油化工、安全环保等重点领域的科研力量投入对企业发展至关重要。为了克服样本和决策单元数量对石油企业技术创新效率评价的影响,在应用DEA基本模型以及C.Lynde等人提出的时间序列DEA模型做出改进的基础上,形成了更具逻辑性、可操作性和适应性的基于改进时间序列DEA模型,并基于该模型对我国三大石油企业的技术创新效率评价进行了研究。研究结果表明,改进的时间序列DEA模型具有以下优势:(1)解决了将时间序列作为决策单元的问题,并且很好的利用了时间序列的动态变化优势;(2)能够进一步分析各投入指标的利用相对强度和各产出指标的产出相对强度,对于深入研究企业技术创新中各要素投入情况与实际产出情况的逻辑关联性并提出针对性改善措施具有良好的实践意义;(3)较之于改进前的模型,改进后的模型在实际应用中更具有逻辑性、可操作性和准确性。
For petroleum companies,their scientific research investment in the main fields of exploration&development,petrochemical industry,and HSE is crucial to their development.In order to avoid both sample and decision-unit numbers affecting the evaluation on their technological innovation efficiency,a new DEA model based on time series(so-called time-series DEA model)was developed by modifying the basic DEA model and another DEA model proposed by C.Lynde,et al.Then,this modified time-series DEA model was applied to three domestic major petroleum companies to analyze this innovation efficiency.Results show that the modified model has some advantages as follows,(1)it may solve the problem to take the time-series analysis as the decision unit,and make the dynamic change advantage of time-series analysis as the best choice;(2)it can further analyze not only relative utilization intensity of input index but also the relative yield intensity of output index,which is of practical significance to deeply study the logic correlation between actual input situation and output situation of each element in the company’s innovation and put forward corresponding measures;and(3)compared with the original time-series DEA models,the modified one has stronger logicality,operability,and accuracy.
