母联失灵保护经双母复压“与逻辑”开放导致失灵保护拒动的情形分析

摘要 保护拒动在2016年上升为南网总调首要防范风险,系统对220kV母线故障极限切除时间有严格的要求。当母线发生故障而母联开关失灵的情况下保护拒动将导致故障不能及时隔离,不仅影响220 kV系统故障快切率指标,甚至造成上一级后备保护经延时越级跳闸,扩大事故范围,将对系统稳定造成恶劣影响。本文以南瑞继保RCS-915母线保护装置为例,分析了导致母联失灵保护拒动的两种极端情形,并研究制定了相应的防范措施。 In 2016,the protection refusal was raised as the primary risk prevention of the China Southern Power Grid.The system has strict requirements on the limit removal time of 220 kV bus faults.When the busbar fails and the bus tie switch fails,the failure of the protection will cause the failure to be isolated in time,which will not only affect the 220 kV system failure quick cut rate index,but even cause the upper-level backup protection to trip over the level after a delay,expanding the scope of the accident.Harmful effects on system stability.This article takes NARI Relay RCS-915 busbar protection device as an example,analyzes the two extreme situations that cause the bus tie failure protection to refuse to operate,and studies and formulates corresponding preventive measures.
