2020年8月沂沭泗地区洪水调度总结与思考

Summary and consideration of flood dispatch in Yi-Shu-Si region in August 2020

江苏省以全面均衡洪水压力、合理共担洪水风险为调度理念,会同流域机构加强洪水调度,通过提前预降、洪水东调、蓄洪错峰、实施反控等调度措施,成功抗御2020年8月沂沭泗流域沂河、沭河大洪水,没有发生重大险情、重大灾情、人员伤亡,保证了洪水安澜入海,为流域经济社会稳定有序提供了水利保障。简述了沂沭泗流域2020年8月洪水调度情况,总结了对沂沭泗地区洪水调度的认识,提出了进一步做好沂沭泗地区洪水调度的建议。

Based on the dispatching concept of comprehensively balancing flood prevention and reasonably sharing flood risks,Jiangsu Province strengthens flood dispatching with river basin authorities.Through pre-descent,flood eastward adjustment,river and lake shifting,anti-control and other dispatching measures,the large floods oc⁃curred in the Yihe River and Shuhe River in the Yi-Shu-Si River Basin in August 2020 are successfully man⁃aged.No major dangers,major disasters or casualties occurred,which ensured that the flood discharge smoothly in⁃to the sea and provided water conservancy guarantee for the stability and order of the economy and society of the basin.This paper briefly describes the flood dispatching situation of the Yi-Shu-Si River Basin in August 2020,analyzes the understanding of the flood dispatching of the Yi-Shu-Si area,and puts forward suggestions for fur⁃ther improving the flood dispatching in the Yi-Shu-Si area in the future.
