农村一二三产业融合发展综合评价研究——以山东为例

Study on the Evaluation of the Integrated Development of Primary,Secondary and Tertiary Industries of Rural Areas--Taking Shandong Province as An Example

农村三产融合是促进乡村振兴和农业全产业链发展的重要举措。在构建山东农村一二三产业融合发展评价体系的基础上,基于山东2008—2018年的面板数据,运用熵权法和综合评价法对山东近11年农村一二三产业融合发展情况以及山东17地市间的区域异质性进行分析。研究表明:山东三产融合发展水平整体呈上升趋势,但增长率波动下降,17地市呈现明显的区域差异,主要表现为东西部高中部低,其中潍坊发展水平最高、莱芜最低。提出了强化顶层设计、促进各地区优势互补、探索农村产业融合新业态等建议。

The integration of three industries of rural areas is an important measure to promote the revitalization of rural areas and the development of the whole agricultural industry chain.Based on the evaluation system of integrated development of primary,secondary and tertiary industries in Shandong Province and the panel data of Shandong Province from 2008 to 2018,entropy weight method and comprehensive evaluation method were used to analyze the integrated development of primary,secondary and tertiary industries in Shandong Province in the past 11 years and the regional heterogeneity among 17 cities in Shandong Province.The research shows that the overall integrated development level of the three industries in Shandong Province shows an upward trend,but the growth rate declines with fluctuation;17 cities have obvious regional differences,which are mainly manifested in the high level of the eastern and western parts and low level in the central regions,among which,Weifang has the highest development level and Laiwu has the lowest.Some suggestions are put forward,such as strengthening the top-level design,drawing on advantages of different regions,and exploring new forms of rural industry integration.
