摘要
在快速城市化的背景下,人类活动对城市河道的影响已超出河流生态系统的自我调节能力,水质恶化、水生态失衡等问题逐渐显现。面对日益严峻的水问题,我国积极探索水环境综合治理的新模式、新机制。河长制的推进加速了水环境治理步伐,但从全面建立到全面见效还需要技术支撑。基于此,提出空天地协同的河长制赋能方案,利用卫星遥感、无人机、无人船等多源监测手段开展城市河道的空天地协同监测,为河道环境监测与治理提供有力的技术支撑,最大程度发挥河长制的优势。同时,以杭州市西小江为研究区进行实证研究,完成河道的水域提取、水污染监测、水质检测、水域岸线管理保护工作。
With rapid urbanization,the impact of human activities on urban rivers has exceeded the self-regulation capacity of river ecosystem,and the problems such as water quality deterioration and water ecological imbalance gradually appear.Facing the increasingly serious water problems,China actively explores the new mode and mechanism of comprehensive water environment treatment.The promotion of river chief system accelerates the pace of water environment management,but it needs technical support from the comprehensive establishment to the overall effect.Based on this,the paper proposes a river chief system empowerment scheme of the cooperation between the space,air and ground.The multi-source monitoring means such as satellite remote sensing,UAV and unmanned ship are used to carry out the space-air-ground coordinated monitoring of urban river channels,which provides strong technical support for the environmental monitoring and management of river channels,and gives full play to the advantages of river chief system.At the same time,the paper takes the Xixiao River of Hangzhou as the research area to carry out empirical research,and completes the water extraction,water pollution monitoring,water quality detection and water bank line management and protection.
