从“乡土中国”到“美丽乡村”:我国民族地区乡村振兴的实践逻辑与路径调适——恩施州个案调查

FROM“RURAL CHINA”TO“BEAUTIFUL COUNTRYSIDE”:PRACTICAL LOGIC AND PATH ADJUSTMENT OF RURAL REVITALIZATION IN CHINA’S ETHNIC AREAS:A Case Study of Enshi Prefecture

乡村振兴战略是推动传统"乡土中国"到现代"美丽乡村"的重要举措。恩施州个案说明,我国民族地区美丽乡村振兴在产业发展上要不断强化品牌意识,积极做大做强优势产业,实现从"有"到"优"的根本性嬗变;在机制体制上要不断强化整体意识,逐步实现共建共融共享,形成由"全"至"合"的能量聚合;在规划布局上要不断借助个体示范与影响带动,逐步推动城乡统筹融合发展,实现村寨个性与共性的和谐统一;在资金保障上要不断强化责任主体,推动"用好政策"与"精选项目"的有机统一,实现良性发展;在思想认识上要不断强化舆论引导,形成全覆盖、全知晓、全参与,夯实牢固的思想基础,实现"点"与"面"结合,切实推动乡村建议。

Abstrac:The rural revitalization strategy is an important measure to promote rural construction of China’s ethnic areas,and it is also basic level practice from traditional"rural China"to modern"beautiful countryside".The case of Enshi Prefecture shows that,rural revitalization of China’s ethnic areas needs to constantly strengthen its brand awareness in the industrial development and actively make the advantage industry bigger and stronger,so to realize the fundamental change from having to excellency.In terms of mechanisms and systems,to realize rural revitalization must continuously strengthen the sense of integrity and gradually achieve the target of joint construction,mutual integration,and shared benefits,so to form energy convergence from comprehension to integration.Regarding planning layout,to realize rural revitalization must rely on individuals’demonstration and influence and gradually promote corresponding and integrative development of the urban and the rural,so to achieve harmonious unity of villages’individuality and generality.Concerning funding guarantee,to realize rural revitalization must constantly emphasize the responsibility subject and promote the organic unity of good use of policies and careful selection of projects,so to realize benign development.Regarding ideological understanding,to realize rural revitalization must constantly strengthen the guidance of public opinions and form the ideological foundation with full coverage,comprehensive awareness,all participation,and well consolidation,so to realize the combination of point and surface.All these will practically promote deep integration of beautiful countryside construction with rural revitalization and push forward the high-quality development of economy and society in China’s ethnic areas in the new era.
