科研项目管理办法探析

当前科技创新已逐渐成为一个国家综合实力的重要标志,开展科技项目、进行科技创新,是支持科技发展、拉动地区经济增长、提升地区发展实力的重要举措。而科学有效的科研项目管理是确保科技顺利开展,实现科技发展总体规划的重要保障。基于此,文章从立项随意性强、科研经费管理体制不健全、质量监管不到位及评价指标不合理四个方面,探讨当前科研项目管理中存在的问题,提出了明确立项论证流程、健全科研经费管理机制、构建业务保障系统及建立风险监管机制策略,最后展望了科研项目管理的发展,以期能够优化科研项目管理模式,仅供行业参考借鉴。

At present,technological innovation has gradually become an important indicator of a country's comprehensive strength.Carrying out technological projects and technological innovation are important measures to support technological development,stimulate regional economic growth,and enhance regional development strength.Scientific and effective scientific research project management is an important guarantee for ensuring the smooth development of science and technology and realizing the overall plan for scientific and technological development.Based on this,this paper discusses the current problems in the management of scientific research projects from four aspects:the randomness of project initiation,the incomplete scientific research funding management system,the inadequate quality supervision,and the unreasonable evaluation indicators.The management mechanism,the construction of a business guarantee system and the establishment of a risk supervision mechanism strategy,and finally describes the development tendency of scientific research project management,in order to optimize the scientific research project management mode,which is only for industry reference.
