基于全生命周期的城市资产管理研究

Research on Urban Asset Management Based on the Whole Life Cycle

城市是中国社会经济发展的主要载体,全面提升城市资产管理水平及综合决策能力,对于促进中国经济的整体高质量发展具有重要意义。本文依照不同资产的属性特征,将各类异质性城市资产通过分类进行特征归一化分析,并分别描述了城市有形固定资产、城市有形流动资产、城市无形流动资产、增量型城市无形资产的特征及其生命周期规律。在此基础上,本文针对不同类型的城市资产提出综合交叉管理模式,以实现对中国城市资产管理的进一步集成升级。

Cities are the main carriers of China’s socio-economic development.The comprehensive improvement of urban asset management and decision-making capabilities is important to promote the overall high-quality development of China’s economy.This paper normalizes the characteristics of a various heterogeneous urban assets by classifying them according to the attribute characteristics of different assets,and describes the characteristics and life cycle laws of urban tangible fixed assets,urban tangible mobile assets,urban intangible mobile assets,and incremental urban intangible assets.Furthermore,based on the classification of urban assets,this article proposes an integrated cross-management model for different types of urban assets to achieve further integration and upgrading of urban asset management in China.
