电动摩托车“剩余电量警示裕度”释疑及公告填报指南

摘要 《道路机动车辆生产企业及产品准入管理办法》(工业和信息化部2018年第50号令),即电动摩托车行业俗称的“50号令”,自2019年6月施行以来,进一步降低了电动摩托车生产企业准入门槛,使部分有技术及资金优势,而且之前以生产“超标电动自行车”的企业,转向电动摩托车(含轻便)资质的获得,成为电动摩托车产业中的新成员,导致电动摩托车产品公告申报的从业“新手”增加;加之相比传统燃油摩托车企业申报人员而言,电动摩托车产品公告申报人员流动大,对规范理解不到位,技术水平相对较低。本文结合标准,对“剩余电量警示裕度”这一车辆公告备案参数展开释疑,对其涵义进行提炼、总结,并就具体公告申报做出指导,消除因企业申报人员对该参数的误解,导致参数误报、错报的现象,对电动摩托车生产企业公告申报具有实际指导意义。 “Measures for the Administration of Road Motor Vehicle Manufacturing Enterprises and Product Access”(No.50 Order of 2018 of the Ministry of Industry and Information Technology),which is commonly known as the“No.50 Order”in the electric motorcycle industry,has further reduced the requirements for the access of motorcycle manufacturers since its implementation in June 2019.Some manufacturers that have technology and financial advantages and been devoted in the production“No standard electric bicycles”turn to obtain the qualifications of producing electric motorcycles(including moped).They had become the new comers in the electric motorcycle industry,giving rise to the increase of the number of brokers.In addition,comparing with applicants of traditional fuel motorcycle companies,the applicants in new electric motorcycle manufacturers have the characteristics of frequent changes,poor understanding of processes,and poor experiences etc..In accordance with the requirements of the standard,this article explained the“Remaining power warning margin”(the parameter filed),refines and summarizes its meaning,and provides guidance on the applications,so as to eliminate misunderstandings and misreporting of the parameters caused by brokers.It has practical guiding significance for applications of electric motorcycle manufacturers.
