摘要
公共安全管理是一项关系到国家安全与社会大局稳定、人民切身利益的工作。我国公共安全管理战略体系在抗击新冠疫情期间,发挥着无可替代的作用。但在紧张的疫情期间,我国公共安全管理战略体系中还存有一些问题,为了找到促进我国公共安全管理水平不断提升的可靠途径,文章主要围绕“新冠疫情影响下我国公共安全管理战略体系建设”这一主题展开探索,提出了加强公共安全管理教育培训;做好顶层设计;重塑公共安全防控体系;完善公共安全法律制度;强化公共安全资金保障;准确定位公共安全职能等策略性建议。
Public safety management is closely related to national security and overall social stability,as well as the vital interests of the people.China’s public safety management strategic system plays an irreplaceable role in the fight against the COVID-19 outbreak.However,during the tense epidemic,there are still some problems existing in China’s public safety management strategic system.In order to find a reliable way to promote the continuous improvement of China’s public safety management level,the paper mainly focuses on the theme of“The construction of China’s public safety management strategic system under the influence of theCOVID-19”,puts forward such strategic suggestions as strengthening public safety management education and training;doing a good job in top-level design;reshaping the public safety prevention and control system;improving the public safety legal system;strengthening public safety funding guarantees;and accurately defining public safety functions.
