The Changing Role of Sports Organizations under the Background of Healthy China

体育社团组织的发展与国家政治、经济及文化的发展息息相关。长期以来,我国体育社团在参与社会事务中一直扮演着自身特定的社会角色,随着时代的发展其扮演的社会角色也在不断发展与变迁。角色变迁总的趋势是从“集权型政府的管理对象”到“体制依赖下的合作伙伴”再到“多元化公共体育服务体系中的自治主体”。体育社团组织改革发展的制约因素是多方面的,主要表现在与政府机构同构、法制化保障机制不健全以及经费源获取渠道单一。中国体育社团组织应在去官转民、制度创新的基础上实现主体独立、专业化发展,并应建立起与政府平等的合作关系,实现双方的良性互动,对接新时代,积极参与社会治理。

The development of sports organizations is closely related to the development of national politics,economy and culture.For a long time,sports associations in China have been playing their own specific social roles in social affairs and with the development of the times,the social roles they play are also evolving and changing.The role changes from“management object of centralized government”to“partner depending on system”and to“self-governing subject in diversified public sports service system”.There are many factors restricting the reform and development of sports organizations,such as the isostructuralism with government agencies,the inadequate legal protection mechanism and the single source of funds.Chinese sports organizations should realize independent and professional development on the basis of evolvement from governmental to non-governmental organization and system innovation,and establish equal cooperative relationship with the government,so as to realize benign interaction between the two sides,connect with the new era and actively participate in social governance.
