职能转变背景下的行政审批研究:趋势与展望

Research on Administrative Approval under the Transformation of Government Function:Research Trends and Prospects

行政审批是一个与政府职能转变、深化“放管服”改革密切相关的重要理论与实践问题。为全面把握国内行政审批领域的研究现状,对CSSCI数据收集的1998—2020年期间的研究文献进行归纳总结,可以发现,既有文献从演变趋势上可划分为“萌芽”“兴起”和“成熟”阶段,主要围绕着“行政审批的产生背景与概念”“行政审批的功能与效应”和“行政审批面临的困境与应对之策”等三个主题展开。从总体变迁趋势上看,现有研究成果存在理论基础欠缺、理论研究落后于实务界发展等问题。在现实背景下构建具有中国特色的行政审批制度理论体系应成为下一阶段的研究重点。

In theory and practice,administrative approval is an important problem closely related to the transformation of government functions and the deepening of the reform to streamline administration,delegate power and improve government services.In order to fully grasp the research status of domestic administrative approval,this paper summarizes the research literature collected from CSSCI data from 1998 to 2020.It can be found that the existing literature can be divided into"sprouting","rising"and"mature"stages from the evolution trend,mainly focusing on"background and concept of administrative approval","function and effect of administrative approval"and"administrative review".There are some problems can be found in the existing research results from the overall evolution trend,such as the lack of theoretical basis and unparalleled development between theoretical research and the practical field.Under the realistic background,the construction of the theoretical system of administrative approval with Chinese characteristics should become the research focus of the next stage.
