清单制:街道办事处与社区居委会关系重塑的制度化路径

List System:An Institutionalized Way to Reshape the Relationship between Sub-district Office and Community Resident Committee

我国城市基层社会管理模式已经从“单位制+街居制”转变为“社区制”,但是社区居民委员会的“行政色彩”依旧存在,其与街道办事处之间职责不清的问题不仅加重了自身的工作负担,也弱化了在居民与政府组织之间的桥梁纽带作用。基于对清单制在重塑街道办事处与社区居委会关系上的价值解析和社区治理中清单制主要应用形式的现实考察,清单制在城市社区治理中的应用宜进行优化设计。基本路径是:在清单编制阶段,以明确法定职能、梳理工作职责、审核清单内容与公开清单内容等程序设置,实现清单“从无到有”;在清单运行与落实阶段,以信息整合机制、动态调整机制、居民监督机制、过程管理机制完善清单运行,推动清单“有而向优”,同时将清单制与网格化管理相结合以压实各主体在城市社区治理中的责任,促进清单“优而有用”。

China’s urban grass-roots social management mode has changed from“unit system and street residence system”to“community system”,but the“administrative color”of the Community Resident Committee still exists.The problem of unclear responsibilities between the Sub-district Office and the Community Resident Committee not only increase the administrative workload,but also weaken the role as a bridge between residents and government organizations.Based on analyzing the value of the list system in reshaping the relationship between the Sub-district Office and the Community Resident Committee and inspecting of the main application form of list system in community governance,the application of the list system in urban community governance should be optimized.The basic path is:In the preparation stage of the list,it is necessary to clarify the legal functions,sort out the work responsibilities,auditing and disclosing the contents of the list,so as to solve the problem of“no list”.In the operation and implementation stage,we should improve the operation with information integration mechanism,dynamic adjustment mechanism,resident supervision mechanism and process management mechanism to make the list“better”.At the same time,the list system and grid management should be combined to consolidate the responsibility of each subject in urban community governance,so as to realize the list to be“excellent and useful”.
