广西陆海统筹保护发展新格局对策研究

Study on the countermeasures of the new pattern of Guangxi land and sea conservation and development as a whole

随着广西科学技术的高速发展和社会经济活动规模迅速扩张,集中在陆域社会活动产生的环境影响逐渐扩展到近岸海域。为达到改善海洋环境的目标,立足于党中央、国务院生态环境保护整体性、协调性,按照碳达峰、碳中和的要求,加快建设美丽广西和生态文明强区,结合陆地和海洋,开启广西海洋生态环境保护的新征程。不仅需要规范人类海上活动,更需要加强陆域相关活动对近岸海域环境污染的控制,因此建设生态文明,关系人民福祉,关乎民族未来,而探索陆海统筹环境保护发展势在必行。在基于广西近岸海洋生态环境现状的基础上,分析存在的海洋环境问题,提出加强广西陆海环境统筹对策研究。

With the rapid development of science and technology and the rapid expansion of the scale of social economic activities in Guangxi,the environmental impact of social activities focused on land has gradually expanded to the coastal waters.In order to achieve the goal of improving the marine environment,based on the integrity and coordination of the ecological and environmental protection of the Party Central Committee and the State Council,and in accordance with the requirements of carbon peak and carbon neutrality,we will accelerate the building of a beautiful Guangxi and a strong ecological civilization area,combining land and sea,start a new journey of marine ecological environment protection in Guangxi.There is a need not only to regulate human activities at sea,but also to strengthen the control of land-based activities that are transmitted to the sources of environmental pollution in coastal waters.Therefore,the construction of ecological civilization is of vital importance to the well-being of the people and the future of the nation,it is imperative to explore the overall planning of land and sea environment protection and development.Based on the present situation of the marine ecological environment in Guangxi,this paper analyzes the existing marine environmental problems and puts forward the countermeasures to strengthen the overall planning of the land and sea environment in Guangxi.
