乡村振兴背景下蓄洪区产业发展影响因素及对策——以淮河蒙洼蓄洪区为例

Industrial Development Countermeasure and Factor of Flood Storage Area under the Background of Rural Revitalization--Taking the Mengwa Flood Storage Area of Huaihe River as an Example

作为乡村振兴战略的首要任务,产业兴旺是乡村振兴的物质基础。但我国洪涝灾害频发,蓄洪区对于保证重点地区的防洪安全具有关键作用,其产业发展也因此受到一定阻碍,在乡村整体中处于弱势地位。调查发现,淮河流域蒙洼蓄洪区的产业受自然环境因素以及劳动力、组织队伍、资源设施等社会环境因素影响而发展缓慢。因此,提出了通过环境治理夯实产业发展基础、宣传教育激发产业发展活力、健全组织完善产业发展体制、链接资源稳定产业发展动力等对策,以助推蓄洪区产业与乡村振兴协同发展。

As the primary task of rural revitalization strategy,industrial prosperity can provide a strong material foun⁃dation for rural revitalization.However,China′s flood disasters are frequent,and flood storage areas play a key role in ensuring the flood control safety of key areas.Therefore,their industrial development is hindered to a certain ex⁃tent,and they are in a weak position in the whole countryside.Through investigation and research,it is found that the industry in the Mengwa flood storage area of Huaihe River Basin develops slowly due to the influence of natural envi⁃ronment factors and social environment factors such as labor force,organization team,resources and facilities.There⁃fore,several countermeasures are proposed to consolidate the foundation of industrial development through environ⁃mental governance,stimulate the vitality of industrial development through publicity and education,improve the or⁃ganization and industrial development system,and stabilize the driving force of industrial development by linking re⁃sources,in order to boost the coordinated development of the industry in flood storage areas and rural revitalization strategy.
