摘要
建立系统全面、准确有效的优质电力评价体系,为售电公司分析用户需求、制定针对性策略提供有效参考。遵循全面、科学、客观的原则,建立了包含用电质量、用电成本、基本服务3准则10个指标的售电侧改革下的优质电力评价体系,采用最优组合赋权法进行指标赋权,利用改进TOPSIS灰色关联投影法量化出样本的评价得分。选取某地区5个电力园区样本进行算例分析,结果显示了该评价体系和评价方法客观性和有效性。
The establishment of a systematic,comprehensive,accurate and effective evaluation system of high-quality electric power will provide an effective reference for power sales companies to analyze user needs and formulate targeted strategies.Following the principle of comprehensiveness,scientificity,objectivity and truthfulness,based on the reform of electricity selling side,a high-quality electric power evaluation system is established,which includes 10 indexes of three criteria:power quality,power cost and basic service.The optimal combination weighting method is used to weight the indexes,and the improved TOPSIS grey relational projection method is used to quantify the evaluation scores of samples.The results show that the evaluation system and method are objective and effective.
