多主体土地供给的内涵及特征探析

摘要 "多主体土地供给"政策的提出是在建设用地供给与需求不匹配、城乡建设用地效率落差大等现实矛盾下形成的一种诱致性制度变迁,在建立城乡统一建设用地市场的背景下,多个主体参与土地供给的模式应运而生。本文分析了多主体供地的内涵及形成诱因,总结了基于不同功能或效用的4种多主体供地形式,并对新发展阶段下土地市场多主体供给的市场体系进行了深入分析,探讨改革过程中取得的成效与存在的问题,最后提出以"多主体协同、多要素联动、多政策推动"促进多主体供地的改革进程。 The policy of"multi-subject land supply"is an induced institutional change formed under the practical contradictions such as the mismatch between supply and demand of construction land and the big gap between urban and rural construction land efficiency.Under the background of the establishment of a unified urban and rural construction land market,the mode of multi-subject land supply comes into being.This paper analyzes the connotation of multi-subject land supply and its inducement,summarizes four forms of multi-subject land supply based on different functions or utilities,and makes an in-depth analysis of the market system of multi-subject land supply in the new development stage to discuss the achievements and existing problems in the reform process.Finally,the paper puts forward"multi-subject cooperation,multielement linkage and multi-policy pro-motion"to promote the reform process of multi-subject land supply.
