十九大以来大陆对台政策的运作逻辑探析

A Discussion on the Operational Logic of the Mainland’s Policy towards Taiwan since the 19th National Congress of the Chinese Communist Party

大陆对台政策自党的十九大以来出现了反“独”与促统两步并行的新特点,这对政策的理论诠释提出了新的要求。因此,本文基于修正式的建构主义发展出一个新分析框架,将台湾岛内群体区分为“家人”、“朋友”和“敌人”三种角色类型,并对不同群体采取差异化政策,即:以敌人的角色定位“台独”势力,并通过威慑遏制的方式逐步将其孤立,削弱“台独”给两岸和平统一进程带来的阻力;以朋友和家人的角色分别定位台湾岛内政治精英与一般民众,并分别通过利益交换和亲社会政策增强合作与提升亲近感,增强两岸和平统一进程的动能。在政策层面有效地孤立“台独”势力后,两岸关系中经济、社会与人心面向的整合程度将出现明显提升,为未来政治层面的整合以及最终的和平统一做出重要的铺垫。

There has simultaneously appeared the new feature of“opposing Taiwan independence”and“promoting reunification”ever since the 19th National Congress of the Chinese Communist Party,which raises the new requirements for the theoretical interpretation.Therefore,based on the revised constructivism,this paper develops a new analytical framework,believing that the mainland’s Taiwan policy since the 19th National Congress needs to be understood from three interrelated levels,that is,to locate the“Taiwan independence forces”in the role of the enemy and gradually isolate them by means of deterrence and containment so as to weaken their resistance in the process of the cross-Strait peaceful reunification,and to identify respectively the political elites and ordinary Taiwan Residents people in the role of friends and family members and enhance cooperation and the sense of closeness through interest exchange and pro social policies so as to boost the momentum of the process of the cross-Strait peaceful reunification.After effectively isolating the“Taiwan independence forces”at the policy level,the degree of integration of economic,social and popular aspects in the cross-Strait relations will be significantly improved,which will pave the way for future political integration and even the final peaceful reunification.
