摘要
为进一步推进一流学科建设,深化教育评价改革,我国高校正在探索建立反映中国特色并符合学科发展特征的评价机制。通过评价现有学科建设成效,分析学科建设中存在的共性问题与困境,在评价体系建立过程中,对不同类型学科分类评价、不同发展定位学科分层评价,采用校院两级协同设置指标的方式,引导学科建设通过评价手段实现内涵式发展,强基础、求突破、促交叉,从重视数量和指标走向重视质量与贡献。建设成效评价采用“后激励”方式优化高校资源配置,强化大学对学科的统筹管理能力,增强院系在学科建设方面的自主意识,为综合性大学的一流学科与特色学科发展提供思路。
To further promote the construction of first-class disciplines and deepen the reform of educational evaluation,Chinese universities are exploring the establishment of an evaluation mechanism reflecting Chinese characteristics and conforming to the development characteristics of disciplines in comprehensive universities.By analyzing the common problems and difficulties in the performance evaluation of disciplines,in the process of establishing the evaluation system,the classification evaluation of different disciplines and the hierarchical evaluation of disciplines with different development orientations are carried out.Guiding disciplines to achieve connotative development based on goal orientation,strengthening foundation,seeking breakthroughs,promoting cross-cutting,and shifting their focus from quantities and indexes to quality and contribution.The evaluation adopts“post-incentive”method to optimize the resource allocation of universities,improve the integrated management of disciplines in comprehensive universities,and enhance the independent consciousness of colleges and departments about the construction of disciplines.Ideas were provided for comprehensive universities to set development directions for first-class and characteristic disciplines.
