中国乡村产业振兴实施路径的研究述评及展望

Research Review and Prospect of the Implementation Path of Rural Industry Revitalization in China

产业兴旺作为乡村振兴之首,是乡村振兴的源头和基础。文章在梳理大量文献的基础上,将乡村产业振兴实施路径归纳为三类:一是基于区域差异性的产业发展实施路径,根据区域产业发展水平选择内生型发展模式或外部诱发型发展模式;二是基于要素资源利用的产业发展思路,即充分激活产业发展所需各类要素资源,包括人才振兴、土地资源利用、产业技术升级和完善资金保障等;三是基于产业发展方向的实施路径,既可以从产业提质增效角度出发,也能从产业可持续发展和产业融合角度来进行,其中产业融合发展的思路已渐成共识。

As the first step of rural revitalization,industrial prosperity is the source and foundation of rural revitalization.Based on a large number of documents,three categories of the implementation paths of rural industry revitalization are summarized as follow:First,the implementation path of industrial development based on regional differences,and the endogenous development model or externally induced development model is selected according to the level of regional industrial development;Second,the industrial development idea based on the utilization of element resources,that is,the full activation of various element resources required for industrial development,including the revitalization of talents,land resource utilization,industrial technology upgrades,and the improvement of financial security;Third,based on the direction of industrial development,the implementation path can start from the perspective of industrial quality and efficiency,as well as from the perspective of industrial sustainable development and industrial integration.Among them,the idea of integrated development of primary,secondary and tertiary industries has gradually become a consensus.
